Spain grants new 1,3-D 120-day approval

Spain has granted an exceptional use authorisation for the fumigant, 1,3-dichloropropene (1,3-D), as a soil disinfectant prior to planting of horticultural plants, strawberry beds, cut flowers and potatoes. The registration runs from July 1st until October 31st. Spain granted a similar approval for the active ingredient earlier this year until the end of June for use on grapevines, vegetables, strawberries, tobacco and cut flowers ( Agrow No 587, p 27). In 2006, the European Commission set a phase-out date for 1,3-D for March 20th 2009, but included an option to extend its use beyond that as an alternative to the ozone-depleting fumigant, methyl bromide. Spain was rapporteur member state and supported its use.

US EPA (Environmental Protection Agency) warns of risks to workers from 2,4-DCP (dichlorophenol):

The US EPA and the Occupational Safety and Health Administration have issued a chemical advisory over the risks to chemical plant workers from exposure to the heated liquid form of 2,4-dichlorophenol. Exposure to the chemical, which is used as a herbicide feedstock, can cause rapid collapse and death. The Agency sent out warning letters about this risk last year after the investigation of two fatalities in 1998 and 1992.

The US EPA is considering recommendations from its FIFRA Scientific Advisory Panel (SAP) for additional data requirements for pesticidal transgenic crops. In a recently published report of its December meeting, the SAP recommends that more non-target organisms should be considered for testing, although it does not list particular species.
